Beginning in July of 2021, dozens of Maryland nonprofits, service providers, and community organizations began meeting with the 2023 Project to discuss priorities and identify challenges facing the next gubernatorial administration. This work continued through 2022, with some organizations and coalition forming workgroups, while others developed their own recommendations. Surveys, interviews and research were also conducted. These memos and reports were developed to consolidate information, resources, and policy suggestions to assist the Moore-Miller transition in its work to solve critical challenges, strengthen state agencies, and advance an ambitious policy agenda that will benefit all Marylanders. It is the hope of The 2023 Project contributors that this compilation of information, resources, and recommendations can also serve as a community resource for anyone working to advance the most pressing issues in our state.
